In 2024, Bacs released an updated version of the Direct Debit Scheme Rules, identified as version 5.7.

The Direct Debit Scheme Rules 2024 (version 5.7) introduce amendments to Section 7, which outlines the process for Indemnity Claims. Under this update, all Indemnity Claims raised, as well as any related challenges, must now be managed through the Payment Services Website (PSW).

This latest version of the Direct Debit regulations replaces all previous iterations of the rules. It is therefore crucial that Direct Debit service providers fully understand the current regulations and any associated updates before enabling customers to use a Direct Debit payment solution.

There are three primary organisations that define the regulations governing Direct Debit processing in the United Kingdom (UK). These organisations are Bacs Ltd, the Payment Systems Regulator (PSR), and the Financial Conduct Authority (FCA).

What are the regulations for Direct Debit collection?

The regulations for Direct Debit collection are designed to standardise both the scheme itself and the methods of implementation used by all participating organisations. These rules ensure that every institution involved in Direct Debit processing applies consistent practices across the entire payment network.

Within the Direct Debit Scheme Rules, there are two key types of information:

The rules of Direct Debit collection are split into the following six categories:


Direct Debit authorisation

Customer consent is required before any Direct Debit payment can be processed and approved.

To provide consent, the customer must complete a Direct Debit mandate form, which is submitted to the business initiating the payment request.


This mandate form contains essential details,  including customer information, payment amount, and payment date, and informs financial institutions about the authorisation.


For full transparency, the mandate process must be accompanied by clear explanations of all Direct Debit terms, ensuring that customers provide informed consent before a transaction is approved.


The process of advance notice

Direct Debit regulations require that an organisation provide its customer with a Direct Debit Instruction (DDI) before any payment is taken. This advance notice must include details such as the payment date, amount, and frequency of transactions.


The purpose of this advance notice is to give customers time to review and challenge any incorrect details or to make adjustments before funds are withdrawn.


Direct Debit Guarantee

The Direct Debit Guarantee serves as a core consumer protection mechanism within the scheme.

It assures customers that they can query any payment and are entitled to a full refund if an incorrect or unauthorised transaction occurs.


This guarantee reinforces trust in the Direct Debit system and ensures that organisations maintain accountability in every payment process.


Cancellation terms

Under Direct Debit regulations, a customer has the right to cancel a Direct Debit at any time by contacting their bank.


Once a cancellation request is approved, the organisation must process it promptly, as swift action is considered best practice.


These rules also clarify that if a Direct Debit is cancelled, no further money can be collected under that mandate.


Dispute resolution
